Help Needed

Hello,

I'm new to web design but I manage to make a four page "family" type site (thanks to Xara) but now, before I publish it, this is what I would like to do:
Have a "page" that open on top of the main page with some text describing the new site and with a "close" button so the viewer(s) can close that "page" and continue to the site. Also I would like to have a box that when selected will prevent that "page" from opening in the future. eg: Check this Box to prevent this page from opening in the future.
A step by step "tutorial" would be ideal but some tips to point me in the right direction will be also appreciated very much.
