Placeholder or photograph move position on page in preview or export

Hi - Can someone help. I put together a little site for a singer friend of mine and he asked me to add a couple of thing after it was finished. This is when the problem started. If I place a photo or placeholder on a page when it is previewed or exported it moves position. If I add two they both move to different positions. I have searched the layers I have looked for items on different layers but it still hapens. I have tried copying to new page and it still happens............ Can you lock a photo or placeholder to one position?

Pull them of the MouseOff layer and stick them on a separate one.

Many thanks - this worked fine and got me out of a hole. I shouldhave thought of it GRRr
