How can layers be closed individually if they opened with the home page?

I'm trying to put a couple of recent news layers on the front page of a website. When there is an announcement, I could have the layer(s) load initially with the home page. Once open, I want the visitor to be able to close the layers individually and reveal the home page beneath. Is this possible?

I'm using the latest Web Designer 7 Premium and Love it.
