Sliding popup layer out from under other layer?

I'm trying to make a popup layer slide out from under another layer, is there anyway to do this? It seems the popup layer is always on top even if I put another layer with covering objects above it.

I think you may have answered your own question.

Experiment. Or maybe there is a way to recreate the effect so that it appears to slide out from under the current layer.

For example, as a Flash movie?

I've experimented a bit but can't find a way. I've had to settle for a fade effect for now.
