locking a layer

Hello,

I know this has been discussed before but I am trying to get a simple locked layer to work in WD7 and for the life of me I cannot.

I am using the same structure as in post below:

I have a rectangle with a placeholder in it for a contact form. This layer has been named contacttop(lock) Then, on the same layer but not in the same group I have a small elipse with a cross in it for a close. This group has the popup:close attribute added in the url field. Every time I click someone on the layer when I open it it closes!!!!!

Should this work in WD7?
