Layers mouse over

I've attached a file I'm having trouble with. It's made with WD6.
In the top left I have put the accommodation button. I've linked this to 'mouse over' to a pop up speach bubble on layer 'acc'. However, when i preview the site the speach bubble shows on the index page, not just when the mouse goes over the word accommodation. I've done these pop ups before and they normally work and I can't see what's going wrong.

You have your balloon on a pop up layer but your button is linked to page two.

I am not sure if this will work but try this.

Create a new button for accommodations, one that looks like your Nav Bar buttons but is not part of the nav bar.

Add to the mouse over layer the mouse over button and your balloon. Soft group these.

Link the button to page 2 or where ever.
