CAN SOMEONE PLEASE HELP???? TELL IF PHOTOSHOP CAN DO THIS?

I'm attaching a link to a sample image on ebay where there is a flower border that has pulled color from the image into the flowers.

I found the idea on ebay but I'm wanting to do this with my scrapbooking. Can someone tell me if Photoshop can do this? I don't want to purchase the wrong software. If not Photoshop, can you tell me what software can do this?

it is almost certain that rather than pull the pattern into the flowers, a larger image has been used which is simply showing through - you can do that in photoshop no problem

After looking at it again, it does look like its a border that's blocked everything except what's in the flowers. I'm needing to know if Photoshop can do this exact one.

if you mean can photoshop do this as an effect without you having to draw the flowers using mask [layers]... I doubt it, but you never know there may be a template out there somewhere.. its possible the flower shape is a standard shape, that would be a start I guess, but frankly, its hardly difficult to draw....

incidentally - there is no point in buying photoshop, which is expensive, for this kind of work.. assuming you can draw you could do it easily with most layer based photo editor programs, including free ones such as gimp

It's not some magical thing where you open it, and you suddenly have what you want. You have to be able to draw, and use a graphics package. So Photoshop is not a good investment unless you have some pretty good design skills.
