Xara Web Designer/Designer cannot do this.
You would need scripting and a writable database.
Try this thread: http://board.xara-users.info/viewtopic.php?f=26&t=180
Make sure that you also check out the additional links for updated information.
Try Coffee Cup Software's Website Access Manager. It works outside of Xara.
You publish your site then use Website Access Manager to designate which pages or folders you want to password protect.

Xara absolutely can do this. I have several clients with password protected areas and forums.
It requires an outside provider is all.
I use poppydog.com. You simply configure poppydog for your needs, clip the embed code and apply it to a placeholder on your site.
Poppydog is cheap and if you run into trouble, they provide really good support.
Thanks for the lead! This is a VERY useful forum.

Hosting on Linux? Do you want everyone to use same password (like poppydog.com uses)?
SIMPLE!
Create a one page xara file for your home page with login link to the password protected area.
Create a full website and publish to a subdirectory.
If your host has cPanel, it is exceptionally simple couple clicks and password protection on your subdirectory (and all contents) is done.
This option builds your .htacess file for you. No muss or fuss.
On Linux but no no cpanel at your host? Ok. You can still simply use the .htaccess file to password protect the folder directly!
Either way, you can set more than one user/entry login. You maintain control.
And no outside cost, intervention or code used. (it's a good thing!)
And no code to put on each page. The entire directory (pictures, pages, downloads, etc) are protected.
If someone links to one of the pages in that directory, they will be asked for the username/password!
cpanel pics attached for reference.
And here's a great simple tutorial about that magical .htaccess file on Linux servers:
