Can ether version import a existing frontpage website

The answer is no.

Not a lot of support for FrontPage as you are likely finding. Especially some of its "capabilities" that required the servers be configured to allow/run those "unique" capabilities (those horrible extensions). Even Microsoft abandoned FP Extensions with its Expression Web product.

What I usually counsel people moving from FP to do is take the time to redesign the site in whatever editor they choose.
