bg image colour

Is there a setting/tweak to add a colour or bg image to all pages at once rather than manually have to do it for each page?

I normally just duplicate the pages as I make new ones. But one way could be go to the page & layer gallery, make the background layer editable, select it, then arrange / repeat on all pages.
