Get a popup layer to open at the top of the page

Hi Guys,

Hope someone can help. I have a page, quite a long one, at the bottom there is a link which opens a popup layer, the pop up layer has been positioned at the top of the page, when the user clicks the link the popup opens but then they have to scroll to the top of the page, can I make it happen that when the popup opens, the page auto scrolls to the top?

Is there a good reason why the popup layer cannot be set to appear at the same page level as the link which triggers it?
