Why do you want it to be out of the page? The page in WD is just an area you use to place your objects. It's not necessary what you see as a background rectangle in the browser. Make your page wide enough to fit whatever you need, and create a separate page background rectangle object of any other size you want, to make it look like if some objects are placed outside a page.

The actual side tab moves if the page is set at different screen sizes, using your method this wouldn't work - unless I am missing something here.

Ok, sidetab is not related to the pasteboard background. You have to follow ShapeShifter advice.
