Putting speech bubble on a layer

Is it possible to put a speech bubble on a layer for use as a popup? In this case it would be a layer on a layer. I can draw a graph and I can import a jpg, but can't get the speech bubble on a layer.

That's fine that was where I was going to post it initially. But I'm using Graphics Pro 7, I know there is overlap in the two products, but want to be as accurate as possible in case it makes difference in capability. I'm doing a simple page from scratch.

Here's the answer to your question. And this was created with Photo and Graphics Designer 6 so I am sure it will work with PGD7
