Pasteboard bug putting page background underneath

I updated a page background on a site that I originally created in WD6, now in WD7 Pro. When I updated the PAGE background (not the pasteboard) and repeated it on all pages, it somehow put the Pasteboard layer above the Page background layer on all repeating pages - but not the original "index" page (see image). Now, I can't move the pasteboard layer below the Page background layer, so the Pasteboard layer remains above it. I've unlocked both layers, tried to move it by mouse, nothing...

Any ideas on how to correct the problem?

Strange, the pasteboard layer on page 2 (and presumably the others) has lost its "background"-ness. It seems to work ok when I do this. The bug probably depends on what was in the original WD6 file so could you open a support ticket at support.xara.com and upload the document (and the original WD6 document if you have a copy) so we can take a look.
