Stop popup layer closing when button clicked

Hi,
I'm trying to set up some popup layers that have 2 buttons on them (along with some other stuff) and to be able to click the first button to select a choice and then the 2nd one to go elsewhere. However as soon as the first button is clicked the popup layer closes - is there any way of preventing this or am I going to have to set up separate pages instead of layers. As I have quite a few of these it's much easier to have everything attached to the one page rather than increasing the size of the website with a lot of extra pages.
