I've gone through most of my sites, and all use " charset=Windows-1252", except one which I added utf-8 as a <head> element. The utf-8 site is the only one that passes html validation. Is this important, or should I just ignore it? I live in USA.

My guess is that it will only cause problems if you use unusual characters.
I think (although I am not 100% sure) that the windows 1252 character set is a subset of UTF-8

Just spotted this (section 9) I'm guessing that your method of overriding the char-set will cause no problems
