Tab Order in Photo Popup dialog

In Web Properties > Popup photo Settings dialog you would expect to use the TAB key to move focus from Popup Title to Image Caption. It actually takes 7 or 8 presses of the TAB to move to Image Caption field.

The TAB Order of this dialog either has not been set or set to something other than what I expect. It does go to the OK button so possibly you only expect users to set one of these fields???
