Navbar page links disrupted when page inserted or deleted

If you have a navbar with links to pages and either insert of delete a page the links to the pages after the inderted/deleted page are a page out (See attachment). In this example Page 17 was deleted & Photo 1 now lines up with the link to the page for Photo 2.
A similar error occurs when inserting a page. Both can be reliably re-created.
