How to define object with background and bring some text to the front of this object?

Can you give me some more detail or better still post an image?

If the object with background is a bitmap then it is really one object and if you bring it to the front it will cover whatever is beneath it.

If the text is separate then select it and from the Arrange menu, select Bring to Front (Ctrl f).

If you have many layers, you may need to first select Move to Layer in Front one or two times or until this option is grayed out. Then you can bring it to the front.
