Both. Modern web servers and browsers accept either.

I prefer html. If you have two index files, index.htm and index.html, even if index.htm is more current, the browser will load the index.html file. For some reason the html has precedence. But as Bill points out, either is acceptable and both work exactly the same.

In the beginning, Windows did not support file extensions of more than 3 characters. Hence JPG instead of JPEG and HTM instead of HTML. But the playing field is even now so it really does not matter.
