What tools to add tags to PNG are out there? (other than this tag editor that starts at $60)

I can save you the money.

Select the object and open the Website Properties dialog. Select the Image tag and enter your descriptive text in the Image Caption (Alt Text) box. And be sure to press APPLY.

Thanks, but it isn't what I'm looking for. I'm looking for tools that incorporate the tags (meta-data) in the PNG file, not how to set Alt Text for images in a webpage.

Same menu. Look on the Website and Page sections. You can add a site title, description, and keywords.
