I'm looking for a brushed aluminum look on the page border. I think a tiled image is the correct way to pull this off? However, I don't see how I would do this in WD...

First you need an image to tile.
When you have an image that works, import the image into WD. Then open the Bitmap Gallery (F11). Select the tiling image, hold down the Ctrl key, and drag and drop the image onto the pasteboard (the area outside the page).
You can also do this with the page background. And you can Ctrl drag and drop colors from the screen palette or the Color Editor onto the page and onto the pasteboard.
