Navigation Bar Properties feature

Is there a way to force the Navigation Bar Properties feature to use the "Page Name" as the linking reference, rather than the page number? Currently if you insert a page into a web, all the subsequent page links point to the wrong page (i.e. shifted by the number of pages inserted).

It is simple enough to just click on the URL for the new entry in the Navigation Bar dialog and link to the correct page.

But if you have to have it be automatic. Add the Nav bar after you have finished the site. Then all the buttons are added and linked automatically.
