How to use Vignette with pop-ups?

I should like to use the Vignette frame with several pop-ups. I want it will be filled from the beginning. I forgot how to do it and I don't find it in the manual.
EDITED: I have no problem to put the pop-ups in different layers, but how to show them thyough the frame.

I tried with transparent image in Ellipse and put it in a new layer upon all over the other. Vignette only disappears when I change bitmap to transparency. In XWD seems Ellipse work in that way, but in preview all the pop-ups come in front of it.

My real question is: is it necessary to put a frame in every layer or is it possible to have only one frame whith a hole and every pop-ups will appear through the transparent hole? Logically it must be possible and in XWD seems as if it would work, but not in the preview.
