Now here's an odd thing, and something I never checked thoroughly before. Unless I've missed something, text tracking is something that Xara web export seems to ignore, whether Auto kerning (in Advanced text properties) is switched on or off. The attached should illustrate what I mean. Clearly the problem you're experiencing is not related to tracking at all, but it still doesn't explain the strange behaviour of your text.
