Well, I bought the Bamboo Pen & Touch and I love it ! Still learning though... Also bought Toon Boom Studio, that'll cost time to learn. Luckely Zeb made a very crisp tut for YouTube

Very cool, my bud in Edmonton bought a Bamboo, he really likes it, as we both do cartoon stuff on the lam... (we are Anime Studio Pro users ourselves )
There are a few ex-showroom 15" Cintiq's on ebay for about $500 (includes Photoshop CS5 and Painter 11)
VTC.com is an excellent place to go to to learn your software via video. I took a 2 month subscription and learned everything about Carrara pro and Anime studio... great interface/technique-learning tutorials!!! they have Toon Boom there too.
