The export button is disabled on what program? Based on your statement you are exporting from Animation Shop, which is an obsolete program.

Animation Shop has not been maintained by Corel after they bought Jasc. Version 9 of Paint Shop Pro was the last version released by Jasc. Corel bought Jasc about the time of that release.
They are correct in stating that the application is obsolete.
NOTE: See the attached image for Corel's info about Animation Shop. They have not and do not plan to update the program.
Corel acquired Jasc on October 14, 2004.

Why don't you try this way:
File>Save Frames As..and save all frames let say to My Pictures folder (I hope this option works in your AS3)
Then open all frames in PSP,add your brushes and export them to AS:
Activate the first frame.Edit>Copy
Go to AS3.Edit>Paste>As new animation
Go to PSP and activate second frame.Edit>Copy
Go to AS3.Edit>Paste>After current frame....and again...and again

I assume you mean the export button in Animation Shop (I haven't used it in many years)? As indicated in earlier posts, the old Jasc AS is obsolete, and versions of PSP post ver. 9 were not designed to support AS.
For animations, I suggest you look at Xara Photo & Web Designer 6, supported elsewhere on this board.
If you're a PSP fan, be aware that the software is now in version 13, officially called Corel PaintShop Photo Pro X3, and a second patch for X3 was released a few weeks ago. Among power users, Corel has a reputation for releasing buggy versions of PSP since they acquired the program from Jasc. Other users seem to be completely satisfied. The emphasis of the software has been shifted to support for photographers.

Just to clarify. Before you can export to psp you must select all the frames Edit select all. Then there is a very good chance the export to psp is now active
