I've seen that error myself. Not sure what I was doing at the time that caused it to pop up.

Obviously, it is a error message, that only occurs if you are a moderator or developer.

I do not think the error message makes any distinction between moderators and non moderators, or moderate persons vs whatever the opposite of moderate is.
