This should probably be posted in the Talk Web forum, but...
Sure. When you create your Iframe you should give it a name (name=iframe1 for example). Then when you create your link to the new file, in the Link tab under Web properties there is a field at the bottom called 'Open link in:'. In that field type the name of your iframe (iframe1 if you use my example from above). This will not be available in the drop down list, but if you type it in, it will work.
