No Scroll TOP PART?

When testing a web design today, I noticed that the top part of the scroll button is not selectible, not a big deal, but I would like to know if there is a way to fix it, or things I can check.

There are no overlaping shapes, so I'm not sure whay it's working this way.

In all the versions I use, XX5, WD5, WD6, they all scroll right to all 4 edges.

Isn't it an iFrame with a scroll bar?
I would vote for object covering it. Double check. Switch view quality to Outlines to make sure.

CASE CLOSED
....Yes that is what it is (iframe) and there is an object on a different layer with Transparency over the i frame.
