Pop up layer doesn't close

This pop up layer should not be showing.

I know how to correct this - erase the layer which I'm not using anymore.
On the pages where it's not showing that's what I've done.
I'm just curious to know why it's occurring.

It wasn't there yesterday.
Last night I had to repair many of my links and that involved activating the pop up feature in many cases.

When I uploaded after finishing that, this artifact appeared for the first time.

Any ideas of what's causing it.

Keep in mind that the layer is considered a pop-up as long as there are objects that pointing at it as a pop-up. If you have no links to this layer it is considered a static layer. And all static layers are exported as visible.
