Yes that is the Object Gallery.
You would but your initial image on the MouseOff layer. This is the primary layer for all web pages and any content on that layer will be displayed by default.

So I use the object panel to select either the mouseover or mouseoff layer before putting each image on.
I tried that.. didn't seem to work...
I'm just not sure how I put these types of images on the page.
Or do I place the image on the page and use arrainge to send it back??
Guess I just don't have a clue how this part works... I really appreciate your help though and hopefully I will understand...

Thanks for that video. It helped. One thing I didn't know that I had to add a group.
I tried it with my existing site but when I went to the object library and view the mouseoff, it showed my complete website, not just the picture I selected. Couldn't get it to work.
I opened a new blank site and inserted an image and did get it to work that way.
Not sure if I have to make those serperate like that and then insert it into my other site somehow or what.

Finally got it to work between your video and the other one.
One mistake I made was when I added a new layer in the object gallery, I made it a parent layer.
Once I figured out that I could make a child layer under the index file and did that, it worked.
