There's a couple different ways to make outlined text or numbers with the Text tool. First create your text and copy it into your Clipboard, or just duplicate it, so you have two copies of the text. In the Attributes toolbar there is an option to create outlined text, so while one of the text objects is active, select the outline option. Center it over the regular text.

Alternatively, you can select one text object and choose 3D Pipe from Mode in the Attributes toolbar. This creates a hollow pipe outline. Decrease the Border to 1 or 2 pixels for a narrow outline, then center over the regular text.

Yet another method is to fill text with a multiple color gradient in a radial fill pattern, then drag the Border slider way down so that the color along the edges becomes very pronounced, like a border. http://www.talkgraphics.com/images/smilies/smile.gif
