A .WEB or .XAR file could have several repeated link-references. They could be to a another URL, another page, or anchor, etc. For example: 10 links to A, 7 links to B, and 15 links to C.

It would helpful if user had the ability to update one occurance and have other occurences updated automatically. It could be similar to how links to a PopUp layer can be updated when a layer's name is updated in the Object Gallery.

Repeated link-references could be listed in their own Section of the Names Gallery where individual links could be edited. A preselection could be modified in a manner similar to how existing bitmaps can be replaced when control-dragging from the Bitmap Gallery; the user would be prompted to: modify the selection, or all on the same page, or on all pages.

A less flexible alternative could be a check-box on the Links tab of the Wep Properties dialog, to "update other occurances of the same link".

Still another method could similar to how repeating objects are managed.

I imagine having a means to modify repeated-links (even text strings) in Placeholders would be a challenge, but if possible that would be a plus; perhaps a search and replace function could do that.
