Linking to PDF's has been brought up very often, as with any file for download, simple create a text or button and add the URL to the file in the Web Properties>>Link [tab]>>Link to web address.
PDF files will either display in the browser or download depending on how the end user has their browser setup to handle PDF. You have no control over this.

I would add though if you wanted to "force" download simply put it in a zip file and have your link going to the zip file:
mydomain.com/pdfs/example.zip
then when someone uses this link via a button or text link it will download to their machine then they unzip to find the pdf.
