How Many Layers?

Is there a "maximum" number of layers given on a single project? I just want to know before I get to layer number 300 or 400 or so. Here is a little rundown of what I am shooting for.......
Here is an example........
I have a "one page setup" with text in a vertical list.
Lets call it the "List Of Amendments". Like so......
Amendment 1
Amendment 2
Amendment 3
etc....

Amendment 1, as I click it, would pop up my image box containing the soft grouped text of..... "Amendment 1 - Freedom of religion, of speech, of the press, to assemble, and to petition".
Lets say that I name that new layer "amendment 1".
If there were 800 amendments, can I have an 800th layer?

Would it be a crazy site file size. Thanks for info.

I have no idea what the maximum number of layers may be. I've only used a few dozen myself.

Would it not be better to use pages for amendments rather than layers?

BTW the United States Constitution only has 27 amendments.

LOL.. Im not actually doing the constitution. That was just an example. Individual page links would be hundreds of pages. The sitepage I have now, with the list, is roughly 3 foot long. Im looking at clicking the text, and up pops a box with the info. More like a convenient "quick reference". I will let you know how it goes. Im gonna give it a run.
