Hi Isaac,
Short answer - no (though John has already covered that)

Xara Xtreme is not a Photoshop type application, it's a vector illustration program similar to CorelDraw and Illustrator. It can import and handle bitmaps for things like fills. It can also export vector art as a bitmap if required (jpg/png/tif and so on)
Xtreme is also able to load certain .8bf type filters, though not all.
But it is not a pixel pushing painter programe for bitmap/rasters.
