This frequently asked question has been answered many times over the years by moderators and Admins.
Here are three responses which I hope will help new members understand the initial restriction.

The rules are in place to make Talkgraphics a positive experience for all members. There have been some that want to disrupt the friendly sharing of ideas and techniques everyone has come to rely on. The use of PMs was their way of hiding there activity from other members. By imposing a time/posting limit it ensures that members are actually here to become a part of the community and not simply to strike and then vanish.Posted by ANTONYF
But also as an additional point, some people subscribe and then just start asking our members privately for assistance. This way people have to go through the proper channel of posting and getting to know people before contacting them privately.Posted by AVAILOR
Also for stopping the spam bots from joining in and sending PM spam advertisements to users. Since PM, unlike open forums cannot be traced by moderators this cannot be traced unless a person complains about it.
