Go to the Window menu/Panels and make sure the Colour panel is selected.
For outlines, I found this in the help files. (see attachment)

Thanks Bob. I have not used PhotoImpact and don't have it on any of my systems.
I see that Corel has changed the name of the program since they bought ULead.

I'm just trying to draw lines with arrows on an image. Still no luck!!

I finally dumped everything into Powerpoint and used its drawing tools and then copied everything back into PhotoImpact.
