Gary, if FF doesn't have the plugin installed to load PDF files in the browser window, Adobe Reader will launch instead.
FF may open a new blank Window if the link is targeted to '_BLANK'

Enable it in FF Application prefs.

I use Foxit, but the process is the same for Adobe Reader
