Imposible to arrange?

I want en image as background to text. The text is laying behind. I select the text, Arrange>Bring to front. Nothing happens. I select the image, Arrange>Put to back. Nothing happens. What can I do?

Is your text and image on different layers perhaps?
Place them on the same layer and text to front (ctrl+F) will work as required

Meanwhile that problem has been solved, I don't now how I did it. A tried many times and maybe I happened to put them on the same layer according to your advice. Now I know what to do next time.
I've got a more sophistic problem now. See my question "Jumping image", there is my web-file too.
