but I didn`t see anything except some russian,same for the tutorial link, is it a broken link?

I think I'm right in saying John [covoxer] wrote the xeus program, and he is on record as saying it is no longer functional [for current xtreme versions] or supported - no doubt he will correct if this is wrong....

Covoxer's 'Xeus' plugin (Xeus Bitmap Corrector) was later replaced by Xtreme's 'XPE - Xara Picture Editor' (which I believe John also had a hand in developing)
XPE is also being replaced by the built-in bitmap editing tools.

I took a peek and wondered what it was(the plug-in). But if it has
no link or program attached to it, couldn`t it be removed?

I just have noticed this thread.
This is an old story and I see there are some confusion regarding it still alive.
Xeus is a Photoshop plug-in (8bf). It was created to add basic raster editing functionality missing in XaraX (and earlier versions). The most important features are freehand pixel editing (retouching with brushes and clone tools) and very flexible levels tool. With these tools I could do most of the the image preparation work for publishing in Xara.
But soon after Xeus release, XaraX1 was released with XPE and non destructive image editing concept. Xeus, as some other freehand editing Photoshop plug-ins, can not properly support non destructive editing. So it is not working perfectly with the following versions of Xara (Xtreme).
You can still use it even with Xtreme5 but with some inconveniences.
It was not replaced by XPE because XPE was in developed even before Xeus, though I knew nothing about it. Also initially XPE had none of the Xeus functionality. Later the Levels tool was added to XPE (less functional than in Xeus) but it still lacks any freehand retouching capabilities. And it will not change soon as it is hard to implement under non destructive editing requirements.
Since these changes, I had later decided to abandon Xeus. I've passed copyright to other person who continued support and distribution. Further development was intended for non Xara use (one could use it with PageMaker for example). But he also abandoned it later.
But I still have it.
So if you are interested in trying it, the installer is attached.
Installation:
1. Install it to any location you like.
2. In Xtreme, open Options dialog, and in the "Effects & Plugins" tab add this path to the Photoshop Plugins list (click Setup button).
3. Make sure that XPE is your default bitmap editor in the "Photo editing" tab.
Using:
1. Select your bitmap object (must be with bitmap fill), and open it in XPE (main menu "Utilities/Bitmap Editor...").
2. In XPE click on plugins icon and select Xeus from the list.
3. After Xeus window pops up, click on the green "V" mark ("Save changes and exit").
4. Close XPE, and Xeus will start again. Now do your editing and when you exit, the changes will be saved into Xtreme.
As I say, not quite convenient way to work.
Limitations:
No live editing.
No transparency support. XaraX and older versions had no transparency support for Photoshop filters so it was not implemented in Xeus. Sorry.
