Bacground color is defferent :|

I created background 1px line, used ClipView and exported as PNG, when I import this PNG later on and select it to be my background a blue color is no more the same, it look different. Looks like during exporting Xara did not export the same color as I wanted. (it should reman 022a47)

WHat im doing wrong?

I changed your units to pixels, removed the clipview, unlocked aspect ratio and changed the named colour rectangle and white rectangle to 10pix width. Grouped and then created a bitmap copy.
From the bitmap gallery I selected the newly created bitmap copy and pressed the 'background' button.

Your clipviewed example being less than one pixel was being antialiased when you exported it (bitmap copy is faster than export as it's placed in the gallery for immediate use) For some reason it also affected the colour.

I assume you wanted this as a web page background? A 10pix wide image of this type adds no real overhead over a 1pix wide image.
