Hello, How can i make a photo hazy?

Hello i uploaded 2 photos which are exaclty the same other than one is clear and the other hazy, can someone explain using photoshop how to do this?

Welcome to the forum.
Go to the Filter Menu, choose Blur/Gaussian Blur, and adjust in the dialogue box that opens.
You can also make a selection of part of the photo, invert the selection, apply some feathering
and then apply a gaussian blur to highlight the subject.

Looking at the photos, it seems to me that they are not exactly the same. One has a stamp overlaid, as in an official driving licence or similar document, and the other doesn't. They appear to be two photographs (they look like scans taken at different resolutions) of the same subject in different environments.

It's not clear what you are trying to achieve. Maybe if you give more detail other people will be able to assist.
