I would select all the bubbles, then Ctrl +J to place them on a new layer then try effect inner glow change the colour to white from the default yellow set the blending mode to vivid light. This will make them stand out without looking fake, also play around with the opacity .
Give the layer with the bubbles a blend mode of soft light with an opacity setting of about 30%.

    Hi

you are as mad as me working 11.30 on a sunday night :-)

Works a treat, tried it on two bubbles to start with.

I used the circular marque tool to select them. Is there a better way?

    thanks

Press Q to go into quick mask mode the press D to get default colours of black and white. Next select a round hard brush, Photoshop should show the size of the brush (if not go to preferences and sort it out) now using left and right bracket keys change the size of the brush to match the size of your bubbles dab on the image one mouse click and a red disc will cover you bubble do all the bubbles. Next press Q again to get a selection, that you may have to invert to select just the bubbles and not the rest of the image.
Hope this makes sense I am off to bed now, let me know how you get on.
    Regards Rod.

I would start by optimizing the image first.
Adjust the levels, increase contrast slightly, and sharpen a bit.
    Looks better already!
