Default Photo page or frames solutions?

I want to have multiple 'pages' of photos off of the same base page. I have used frames in the past to do this. Now with XWD I can't figure out the best way to do it. Here is my starting page:
    http://www.theboardrock.com/photos.htm

I tried making a link to a new layer of photos that laid right over the current layer. It seemed to work until I clicked to enlarge then close a picture. Each time closing an image it reverts down to the lowest layer.

Using multiple pages, each one for a different set of photos, seems redundant and time-consuming. Any ideas would be greatly appreciated.
    Thanks,
    Aqua

You can link to many pages and have them load into an iframe placeholder on the one page.

See this thread and build on the idea:

Gallery pop ups will open inside the iframe which may be not desired here.

I have another idea. What if you put your photo page design within iframe in placeholder and place it in the back of every page with photos?
Here's the exaple to demonstrate the idea.

This is a pretty elegant solution for a multi-page photo gallery. I combined Soliqui's high-lighted menu button solution in this thread with this one, by placing the nav bar in the iframe. So, now it's easy to see on what gallery page you are.

You placed the buttons on the gallery.htm page, while they should be located on each of the other three pages. I attached the updated file.
