Tweening (the frames created be'tween' point A and point B) is done automatically by Xara WD when creating an flash animation.
The object must be named.
Tweening is used for flash (.swf) animations only. Gif animations require that you create a new frame (animation layer) per movement increment.
Normally this is done by copying the current frame and then manually nudging the object and copying that frame as a new frame and nudging the object again (and so on).
The properties per animation frame can be adjusted via the Animation Layer gallery properties button

If you are asking about page transitions rather than Flash tweening, there are no settings for transitions. This is the initial release of Web Designer so we can hope it may be included in a future version.
You can use a placeholder to include a transition script in the header.

Welcome to the Xara Web Designer conference Haans.
To create a Named object, and one that can be tweened, select the object, then press the yellow tag icon on the Infobar and name your object.
The named object must appear in at least two consecutive frames. You can alter the transparency, size, and color or the object from one frame to the next, but you cannot edit the shape.
If you have a text object, for example WORD, you can do the same things, but you cannot change the font, of the characters.
