Which file Gary? Ted's or my fixed version
The later is working in all browsers tested here.
Steve, your fixed version works fine, but I am getting white page backgrounds after setting the page colour in my own page, even using your suggested 'set to default' fix.
Nothing notepad (and covoxer) can't fix.. ;-)

Quick update - it all works perfectly on some new test pages. My page with the problem came originally from Xtreme though..

Ah - maybe the presence of a Page background layer is the issue coming from Xtreme.
It may be a factor, but a simple test importing from Xtreme worked perfectly.
If this file was originally created in Xtreme and then exported to WD, there are some possible reasons for this problem.
For example, the Xtreme design could have multiple background layers, while there's no concept of the background layers in the WD so they could be imported wrongly.
John.
I selected everything in the file, copied it, started a new document, set size and background colour and pasted in place. No problem now.
