Select them all (both mouseOff and mouseOver layers) and give them a repeating name. example - repeating:navbar
But wont that destroy the soft groups used for the text of each button?
I don't think so. Give it a try. Also, it's important that the entire navbar have a repeating name so that you can move it around (double-click to select) and then repeat it (shift+Alt+R) on other pages.
For sure you don't want to apply a soft group to a selection including other soft groups. You can not nest soft groups. Soft groups are cool but should be applied carefully because they will remove any existing soft groups in a selection.
I found that the following seems to work:
1- select the buttons on a page you want to be associated with a single NavBar (they don't have be in any particular alignment)
2- Right-Click
3- From the Context Menu choose 'Name'
4- Assign them a unique name which is prefixed with "Repeating:"
....Repeating: unique name
I am not sure if there are other methods or not.

I said to give the navbar a repeating name.

Sorry if I'm being a dummy here, but the solution is that each button is a soft group and then you select all the buttons and give the selection of buttons a repeating name? So the buttons aren't grouped in any manner but can be selected duplicated and updated using the repeating function?

Welcome to Talkgraphics.
A name applied to a selection can be used to identify them without applying Group or Soft Group. The prefix repeating: added to the name allows Web Designer to identify them for the repeat and update repeat functions.
