When I drag an object from the Design Gallery onto a page it will always be assigned (until I move it) to the MouseOver Layer, regardless of which layer is currently highlighted in the Layer Gallery. Is this intentional?

It imports it into the layer it was defined on, which will usually be the MouseOff layer. This is so things like mouseover buttons work when you open them from the Design Gallery.
So to move the imported object to the required layer just cut, switch to the required layer in the Layer Gallery and just paste (or Paste in Place).
Can the paste-in-place be added to context menu?
Cloning and duplicate doesn't quit fit 'the task as many objects will be placed on another layer.
copy itself would be sufficient.
copy>select layer>goto editmenu and past-in-place(shortcut ctrl+shift+V)
(or maybe,just a thought)copy to layer(above,beneath or by name,through webproperties)

Why not use the "Move to frame/layer in front" and "Move to frame/layer behind" standard buttons on the Arrange Control bar? and keep pressing until it gets to a layer you like ... Won't that do what you need?
